And in case there are any other provisioners around (Mes!) here is a Spreadsheet with the changes to recipes etc (check the different tabs) and here are ingredient conversions in a nice layout.  Basically, use your pepper now, since even though it's turning old, all prepared food will be converted to an equivalent or higher level version.  And still hang on to the ingredients that are turning stale since currently you'll get 1,000 gold from a vendor for a stack of 100.
